From the viewing deck located in terminal 1. A panel of less darkened glass exists towards the left hand side, but generally heat haze, bad sun position and the darkened glass make good photos hard to come by in the mornings.
The place is easily reached from anywhere in Singapore or Johor Bahru. From Johor, take a bus to Woodlands Interchange, just across the causeway and from there take the MRT to Changi. Its about £1.10 single and takes 1h 20m.
